During Orchard-to-Ironwood turnstile migration, the Ironwood output bundle is padded to two actions instead of remaining a single unpadded action as specified in ZIP 318. This causes migration transactions to overpay network fees by 5,000 to 10,000 zatoshis per transfer. Additionally, this creates non-conforming transaction bundle shapes that reduce anonymity set uniformity during migration.
