This is required to support orchard to transparent transactions. This PR wires v6 transactions to the OrchardToTransparent transaction flow creation. Follow up for https://github.com/brave/brave-core/pull/39115 Test plan : Validate orchard to transparent transactions are working. Resolves https://github.com/brave/brave-browser/issues/58264
