Extends the Rust bridge and orchard_block_decoder to decode Ironwood actions alongside Orchard ones, and updates the Orchard block scanner/sync state to detect and persist discovered Ironwood notes during batch block scanning. Wiring this into the real sync flow (feature-gated Ironwood tree state computation in ZCashBlocksBatchScanTask/ZCashShieldSyncService) is left for a follow-up change to keep this PR scoped to the decode/scan/storage layer.
