This allows user to set a new birthday for an account. Resolves https://github.com/brave/brave-browser/issues/56427 Test plan: 1) Create zcash account with certain account birthday. Do sync. 2) Open brave://wallet/dev-zcash, type another birthday to account birthday input and press reset account sync state. 3) Ensure new birthday - 150blocks is used. 4) Ensure sync and sending works.
