Description Required for s->t transactions. There is a check for shielded outputs size when Orchard bundle constructed. But in the case of s->t transactions this is a valid scenario. Resolves https://github.com/brave/brave-browser/issues/50785 Allow Orchard bundle construction when outputs are empty. This is a valid scenario for s->t transactions.
