Resolves https://github.com/brave/brave-browser/issues/45177 Adds support of sending cardano transactions from wallet's web ui Test plan Cardano part would be tested in a separate issue. In this PR there was touched some code related to BTC and ZEC transaction sending. So send native token scenario needs smoke testing for BTC and ZEC.
